What is LOLER?

LOLER (Lifting Operations and Lifting Equipment Regulations 1998) sets the legal requirements for lifting equipment used in the workplace across the UK.

It requires your equipment to be:

  • Safe to use and operate
  • Properly maintained
  • Thoroughly examined at regular intervals

These examinations must be carried out by a competent person, with results formally recorded. PUWER often works alongside LOLER, with both regulations applying at the same time.

What does a LOLER examination involve?

What is PUWER?

PUWER (Provision and Use of Work Equipment Regulations 1998) applies to all equipment used at work, including machinery, tools, and lifting equipment.

It requires that your equipment is:

  • Suitable for its intended use
  • Safe and properly maintained
  • Inspected at appropriate intervals
  • Used by trained personnel

For lifting equipment, PUWER often works alongside LOLER, with both regulations applying at the same time.

What does a PUWER inspection cover?

A PUWER inspection assesses whether your equipment is safe, suitable, and being used correctly. Our engineer surveyors check:

We'll advise on the right schedule for your equipment to ensure ongoing compliance. For equipment also covered by LOLER, those inspection intervals will typically apply as a minimum.

LOLER vs PUWER: what's the difference?

  • LOLER focuses specifically on lifting equipment and requires thorough examinations at set intervals
  • PUWER applies to all work equipment and focuses on safe use, suitability, and maintenance

How quickly can an inspection be carried out?

We offer flexible scheduling and can often arrange inspections at short notice. Let us know your requirements and we'll work to your timeline.

How long does an inspection take?

This depends on the type and number of assets being inspected. Most inspections are completed efficiently with minimal disruption to your site. We'll give you an estimate when we confirm your booking.

Will inspections disrupt my operations?

No. We plan inspections around your schedule, whether that's during working hours, out-of-hours, or at quieter times, to minimise disruption. For particularly sensitive environments such as care homes, schools, and hospitality venues, we'll work with you to find the most suitable time.

Reports & Certification

When will I receive my report?

We aim to deliver all reports within 72 working hours of inspection, with certificates issued promptly through our secure digital platform.

Under LOLER regulations, reports must be issued within 28 days, but in practice we work to provide documentation much faster.

If you require an urgent turnaround, expedited reports can be provided within 24 hours for an additional fee.

How do I access my certificates?

Certificates are issued via email and stored securely online, giving you instant access whenever you need them. There's no additional cost for digital storage or access.

Can I share reports with clients or auditors?

Yes. Our reports are clear, professionally structured, and designed to be easily shared with stakeholders, auditors, and regulatory bodies. This is particularly valuable for facilities managers and building owners who need to demonstrate compliance across their portfolio.

LOLER & PUWER

Do I need LOLER, PUWER, or both?

It depends on your equipment. Lifting equipment is typically covered by LOLER, while PUWER applies more broadly to work equipment. In many cases, both apply simultaneously. We'll advise you on exactly what's required for your specific assets and operations.

How often are inspections required?

Standard intervals are:

  • Every 6 months: lifting equipment used to carry persons
  • Every 12 months: goods-only lifting equipment
  • Every 6 months: lifting accessories (chains, slings, hooks, etc.)

PUWER intervals are based on risk, equipment type, and conditions of use. We'll help you determine the correct schedule for your assets.

What happens if a defect is found?

Any issues are clearly documented in your report, along with recommended actions and timescales. This allows you to address risks quickly and maintain compliance. Where a defect poses an immediate danger, we are legally required to notify the relevant enforcing authority.

What is the duty holder responsible for?

The duty holder (typically the equipment owner, building manager, or employer) is legally responsible for ensuring inspections are carried out at the required intervals, acting on any defects identified, and keeping records. We support you throughout this process, from scheduling to certification.
